L.A. Cop Frank Murphy (JAWS star Roy Scheider) has been chosen to test the experimental attack helicopter codenamed Blue Thunder - a flying arsenal that can see through walls, record a whisper or level a city block.

Amazed by Blue Thunders technology but distrusting the military mentality behind it, Murphy and his partner (played by Daniel Stern from VERY BAD THINGS) soon discover that the remarkable craft is slated for use not in war-torn countries... but as the ultimate weapon of surveillance and crowd control in American cities.
